My Experience in Makakilo
I've helped clients buy and sell homes throughout Makakilo, including condos and townhomes along Makakilo Drive, Panana Street and Palahia Street, and detached homes from the original streets near H‑1 to the newer neighborhoods up the hill. On this hill, two homes a few streets apart can come with different associations, different documents and a different drive down to the freeway.
My job is to help you look past the listing photos and test the fit: which part of the hill works for your week, how the association and condominium documents work for the specific home, and what to look at on a hillside lot. Whether you're already on Oʻahu or searching from thousands of miles away, we'll work through it together.

Explore Three Areas of Makakilo
Makakilo is one hillside with three MLS areas. Homes sit from about 200 feet above sea level near H‑1 to about 1,130 feet at the top of the hill, and the age of the homes, the associations and the drive down change as you climb. Here is how I group the homes for sale, what each area offers and what is worth checking.
Quick Overview
| Area | In one line | About how high | What it offers |
|---|---|---|---|
| Lower Makakilo | The original detached-home neighborhoods, mainly west of lower Makakilo Drive | About 200 to 600 ft | Established single-family streets, most with no HOA, closest to H‑1 |
| Upper Makakilo | Most of Makakilo: condos and townhomes along Makakilo Drive, Panana and Palahia, and newer detached neighborhoods toward the top | Most homes about 460 to 1,130 ft | The widest choice of home types on the hill |
| Kahiwelo | D.R. Horton's newer neighborhood on the eastern hillside, built 2008 to 2016 | About 200 to 670 ft | Newer homes on their own lots, with a neighborhood park |

Lower Makakilo
Learn More
Lower Makakilo holds Makakilo's original neighborhoods. Building started on the lower slopes in the 1960s, and these streets of detached homes sit mainly west of lower Makakilo Drive, closest to H‑1 and to Kapolei below. Many homes have been remodeled over the years, and most here have no homeowners association.
Worth checking: the age and condition of the specific home, including whether original single-wall construction remains, permits for past additions, and retaining walls and drainage on a sloped lot.
Upper Makakilo
Learn More
Upper Makakilo is most of Makakilo. Condo and townhome communities line Makakilo Drive, Panana Street and Palahia Street, and newer detached neighborhoods sit toward the top of the hill. Neighborhoods here include Makakilo Gardens, Makakilo Hale, Makakilo Cliffs, Westview, Kai Nani, Anuhea, Starsedge, Highpointe, Kumulani and Wai Kaloʻi. Many of the condo and townhome communities appear on VA's condominium list.
Worth checking: many homes here have two association layers, the Palehua Community Association and a project association, and some detached homes are legally condominiums. From the top of the hill, it is about three miles down Makakilo Drive to H‑1. Lots that back onto open slopes need a look at what borders them.
Kahiwelo
Learn More
Kahiwelo is D.R. Horton's newer neighborhood on the eastern side of the hill, built in phases from 2008 to 2016. Its homes are newer, many with two-car garages, and the neighborhood has its own community association and Kahiwelo Neighborhood Park.
Worth checking: most homes sit on their own lots, and one small project is a condominium, so I check the documents for the specific home. Slope-side lots also get a look at what borders them.
How Upper, Lower and Kahiwelo Are Divided
We group Makakilo homes into three search areas based on how the MLS classifies them: Lower Makakilo, Upper Makakilo and Kahiwelo. Many listings also carry a more specific neighborhood name, such as Wai Kaloʻi, Anuhea or Highpointe; those neighborhoods sit inside Upper Makakilo. On the lower part of Makakilo Drive, the established Lower Makakilo detached-home neighborhoods are mainly west of the road. Upper-classified homes begin near the Aloha Gas corner and Makakilo Gardens, even though they sit fairly low on the hill. Farther up, Upper Makakilo extends across both sides of the road. Kahiwelo occupies its own area on the eastern hillside. The road is a helpful driving guide, not the exact line at every point.
Where Makakilo Ends
Makakilo shares the Kapolei 96707 mailing address, but the MLS treats it as its own market and it sits on its own hillside above H‑1. Below the freeway is Kapolei, which has its own page. Honokai Hale and Nanakai Gardens, next to H‑1 on the Kapolei side, are covered on that page too. To the west, the Makaiwa Hills land is planned for homes, but none have been built. The quarry on Puʻu Makakilo and the conservation land above Pālehua are not residential, so they are not in these searches.
What Types of Homes Will You Find in Makakilo?
Makakilo has been building since the 1960s, so the age of a home tells you a lot. The original streets near H‑1 date from the 1960s and 1970s, condo and townhome communities followed along Makakilo Drive through the 1990s, and the newest neighborhoods near the top and on the eastern hillside were finished by 2016.
Single Family Homes
Learn More
Detached homes run from the original Lower Makakilo streets to newer neighborhoods such as Starsedge, Highpointe, Wai Kaloʻi and Kahiwelo. In the older homes, ask what has been updated and whether original single-wall construction remains. In any home, look at the floor plan, parking, the yard, how the home is cooled, the age of major systems and whether the solar is owned or leased.
Townhomes
Learn More
Townhome communities line Makakilo Drive, Panana Street and Palahia Street, and they are not all set up the same way. Before you compare two homes by price or square footage, I want you to understand each one's association costs, what the association maintains, parking and the legal setup.
Condos
Learn More
Makakilo's condo communities date mostly from the 1970s through the 1990s. Many appear on VA's condominium list, some with conditions. FHA works differently and can approve either the whole project or the single unit. I check the current status early, and your lender confirms it.
Good to Know Before You Buy
A house can look like a regular single-family home and still be legally a condominium in Hawaiʻi. A condominium is a form of ownership, not a building type. In a Condominium Property Regime, or CPR, you own your unit plus a share of the common elements, the yard is usually a limited common element for your use rather than a separate lot, and membership in the association is required. In Makakilo, Anuhea and Seascape are examples. In Kahiwelo, most homes are on their own lots, with one small condominium.
If you're considering adding solar, I can help you identify the appropriate Hawaiian Electric resources, while your solar contractor and the utility verify the home's actual interconnection requirements.
Selling a home in Makakilo? Let's talk about the features that set your property apart and how to present them.
Understanding Makakilo Associations
Makakilo has no single association for the whole hill. Depending on the street, a home may have no association, one, or two, and a condominium project adds its own. Here is how the layers work.
No HOA in most of Lower Makakilo
Most Lower Makakilo detached homes have no homeowners association. It is still worth checking for recorded covenants or a shared driveway agreement.
Palehua Community Association
Much of Upper Makakilo sits under the Palehua Community Association and its declaration. Recreation rights are not the same for every member home, so we confirm what comes with the specific home.
Wai Kaloʻi at Makakilo Community Association
Wai Kaloʻi has its own community association, and many Wai Kaloʻi homes are under the Palehua Community Association as well.
Kahiwelo at Makakilo Community Association
Kahiwelo has its own community association. Most Kahiwelo homes are on their own lots; the small Kahiwelo Condominium at Makakilo also has its own condominium documents.
Makakilo Ridge Community Association (Kumulani)
The Kumulani neighborhood has its own community association.
Condominium and townhome project associations
Each condominium project has its own owners' association. Responsibilities vary by project, including which parts of the building it maintains and insures, and they must be checked in its governing documents. For a condo or townhome, also review the association's current master insurance policy, its deductibles and what you as the owner must insure.
When we get to a specific home, I'll pull the current documents and fees so you're working from what is true for that property on that day.
Getting Around from Makakilo
Every Makakilo commute starts on Makakilo Drive, the only public road up and down the hill. From the top of the hill it is about three miles down to H‑1 before the rest of your drive begins, so where you live on the hill changes your day.
All times start at the gas station on lower Makakilo Drive, next to H‑1, and reflect a clear road.
| Work or Duty Location | Experienced Baseline Range | Main Consideration |
|---|---|---|
| Kapolei city center (Kapolei Hale) | 5 to 7 minutes | Down Makakilo Drive, no freeway needed |
| Kalaeloa / Coast Guard Air Station Barbers Point | 10 to 13 minutes | Through Kapolei into Kalaeloa, no freeway needed |
| JBPHH, Pearl Harbor side | 17 to 20 minutes | H‑1 east |
| JBPHH, Hickam side | 17 to 20 minutes | H‑1 east past the Pearl Harbor exits |
| Kunia NSA Field Station | 18 to 22 minutes | H‑1 east to Kunia Road |
| West Loch Annex | 19 to 23 minutes | Across the ʻEwa plain toward West Loch |
| Schofield Barracks | 20 to 22 minutes | Kunia Road or H‑2 north, depending on your gate |
| Wheeler Army Airfield | 20 to 22 minutes | Kunia Road or H‑2 north, depending on your gate |
| Camp Smith | 20 to 23 minutes | Town bound H‑1 conditions |
| Fort Shafter | 20 to 23 minutes | Town bound H‑1 conditions |
| Tripler Army Medical Center | 21 to 24 minutes | H‑1 east to the Moanalua Freeway (H‑201) |
| Coast Guard Base Honolulu (Sand Island) | 24 to 28 minutes | H‑1 east to Nimitz Highway and Sand Island |
| Downtown Honolulu | 26 to 30 minutes | Town bound H‑1 conditions |
| NCTAMS | 26 to 31 minutes | H‑1 to H‑2 north, straight through Wahiawā |
| MCBH Kāneʻohe | 31 to 36 minutes | Cross island route |
| Bellows Air Force Station (Waimānalo) | 36 to 41 minutes | Cross island route to Waimānalo |
These are firsthand experience ranges, not guaranteed drive times. Your actual commute depends on where the home sits on the hill, your route, your gate, your report time and the day.
In an emergency. In 2026 the City set up an emergency access route off the hill that only first responders can open, with activation announced through HNL Alert. Sign up for HNL Alert when you move in.
Why the Drive Changes from Home to Home
Makakilo Drive climbs about 800 feet in about two miles from H‑1, and some streets branch off higher still. Homes near the bottom of the hill have a shorter drive to H‑1. A home near the top starts with about three miles down Makakilo Drive first, and every household on the hill shares that one road in the morning.
For Schofield, many drivers use Kunia Road. TheBus runs routes on the hill, including connections to the Kapolei Transit Center and to the Skyline station at Keoneʻae (UH West Oʻahu).
A single rush hour number would not give you a reliable picture, so I won't give you one. If you're already on island, drive the route from the actual house at the hour you would actually leave. That is the number that matters.

Makakilo Schools at a Glance
Public school assignment is handled by the state Department of Education and depends on the specific street address, so always verify the assigned schools for any home you are considering.
Public Schools
Every Makakilo address we checked is zoned to Honouliuli Middle School and Kapolei High School. The elementary school depends on the street: Makakilo Elementary serves the lower part of the hill, and Mauka Lani Elementary serves the rest. Use the Department of Education's address locator for the specific home, then confirm the result directly with the school.
Public Charter and Private Schools Nearby
Kapolei Charter School by Goodwill Hawaii (grades 9 to 12) and DreamHouse ʻEwa Beach (grades 6 to 12) are public charter schools with their own enrollment, and Island Pacific Academy in Kapolei is a private school serving kindergarten through grade 12. Contact each school directly about enrollment.
University
The University of Hawaiʻi West Oʻahu campus sits below the hill in Kapolei.
If schools matter to your decision, confirm the exact address early, before you fall in love with a home.
What Daily Life Looks Like in Makakilo
Makakilo is a residential hill. Most errands happen below in Kapolei, a short drive down, while parks, a pool and neighborhood streets are close to home.
Parks and Recreation
Makakilo has several City parks: Makakilo Community Park with its recreation center, field and courts; Makakilo Neighborhood Park with the City pool; Maukalani and Pālailai Neighborhood Parks; and Kahiwelo Neighborhood Park. Kapolei Regional Park is below the hill.
Shopping and Errands
A small center sits on lower Makakilo Drive. For bigger trips, Kapolei Commons, Ka Makana Aliʻi and Costco Kapolei are below the hill.
Medical
The Queen's Medical Center West Oʻahu in ʻEwa Beach has a hospital emergency department, and Straub Benioff Kapolei offers a clinic and urgent care.
Outdoors
Camp Pālehua, above Makakilo, offers hikes by reservation. The hills around Makakilo are private or conservation land, so stick to places with legal access.
How Makakilo Came to Be
Makakilo sits in the ahupuaʻa of Honouliuli. Before homes were built, its slopes were Campbell Estate grazing land, with sugarcane on the plain below watered by the Waiāhole Ditch. In the early 1960s Finance Realty began building homes on the lower slopes and worked its way up the hill, and condo and townhome communities followed through the 1970s, 1980s and 1990s. Wai Kaloʻi was built from 2006 to 2010, and Kahiwelo was finished in 2016. That's why one hill can hold a home from the 1960s and a home from the last decade.
What's Changing Around Makakilo
To the west, the Makaiwa Hills land is zoned for homes, but none have been built. A Makakilo Drive extension appears in long-range plans, but it has not been funded. I look at what is actually built and open today, and treat everything else as a plan.
When It Makes Sense to Compare Other Oʻahu Communities
Sometimes you start with Makakilo and find that another area has more of the housing, space or daily convenience you're actually after. If that happens, I'll help you compare instead of forcing the fit.
Want to Be on Flatter Ground?
Kapolei, below the hill, offers newer planned neighborhoods closer to shopping and city services. ʻEwa Beach offers a mix of newer and older homes on the ʻEwa Plain, and you can see it on my ʻEwa Beach page.
Looking for Newer Construction?
If new construction is high on your list, Hoʻopili has its own page on my site. Contact me before your first sales gallery visit so we can confirm that builder's agent registration requirements and plan the visit together.
Does Your Commute Change the Answer?
If your work is in central Oʻahu, Mililani may fit your drive better, and I have a full Mililani page. Waipahu is another option with older, central neighborhoods. I look at your actual workplace or duty location, your report time and how much driving you're comfortable with.
The goal isn't to convince you that Makakilo is the answer. It might be. My goal is to help you compare your options and understand what fits best for your life.
Makakilo Client Testimonials
What Makakilo clients say.
With my situation being VERY unfortunate Tina did not one time give up on me there’s not a task in this business she is not willing to work through and that’s priceless ❤️ You can tell this is way more than about money for her this is her dream and she puts her heart and soul into this truly the best realtor in the state of HI🌈. I really can’t give her enough credit for all that she had done for me THANK YOU THANK YOU THANK YOU !! 🥹💗

We were not 100% on board at first. Between the cost of living in Hawaiʻi and the moving expenses, we were very unsure. We wanted to keep both options open, buying or renting, and just see where the moving process took us. That's really where Tina stepped in the most. She showed us a lot of properties we could afford, all within our budget. She even connected us with a financial counselor to go over and budget everything. The counselor showed us what we could afford, what we couldn't, and where we could meet in the middle to find our home. Tina showed us beautiful properties over a couple of weeks and helped us so much. She was very upfront with everything, showing us how things work and what the situation is in Hawaiʻi. She was very open and very honest with us. The transparency really sealed it for us.
Questions Buyers Ask About Makakilo
Is Makakilo part of Kapolei?
Makakilo shares the Kapolei 96707 mailing address, but it is its own place: its own MLS market and its own Census community, on the hillside above H‑1. Kapolei is below the freeway and has its own page. Honokai Hale and Nanakai Gardens, next to H‑1 on the Kapolei side, are covered there too.
What's the difference between Lower Makakilo, Upper Makakilo and Kahiwelo?
Lower Makakilo holds the original 1960s and 1970s detached-home streets near H‑1, most with no homeowners association. Upper Makakilo is most of the hill, with condos and townhomes along Makakilo Drive and newer detached neighborhoods near the top, many under the Palehua Community Association. Kahiwelo is the newer neighborhood on the eastern hillside, finished in 2016. These are my three search areas, based on how the MLS classifies Makakilo homes. Many listings also carry a more specific neighborhood name, such as Wai Kaloʻi, Anuhea or Highpointe; those neighborhoods sit inside Upper Makakilo.
Is Makakilo Drive the only way in and out, and is a second road coming?
Yes, Makakilo Drive is the only public road up and down the hill. A Makakilo Drive extension appears in long-range plans, but it has not been funded. In 2026 the City set up an emergency access route that only first responders can open, with activation announced through HNL Alert, so sign up for HNL Alert when you move in.
How high up are the homes?
Makakilo homes sit from about 200 feet above sea level near H‑1 to about 1,130 feet at the top of the hill. For a home near the top, that means about three miles down Makakilo Drive before you reach the freeway.
Why do some Makakilo homes have two associations?
Much of Upper Makakilo is under the Palehua Community Association, and condo and townhome projects have their own owners' association as well. Wai Kaloʻi and Kahiwelo have their own community associations. I verify which documents apply to the specific home and pull the current fees.
Are Makakilo condos and townhomes approved for VA financing?
VA approves condominium projects one at a time. Many Makakilo condo and townhome projects appear on VA's condominium list, some with conditions. FHA works differently and can approve either the whole project or the single unit. I check the current status early, and your lender confirms it.
What is a CPR home, and why is a detached house listed as a condo?
A Condominium Property Regime, or CPR, is a form of ownership, not a building type. You own your unit plus a share of the common elements, the yard is usually set aside for your use rather than being a separate lot, and association membership is required. Anuhea and Seascape are Makakilo examples of detached homes held this way.
What should I know about brush fires in Makakilo?
Brush fires on the slopes have reached the edge of homes more than once, and the State rates the Makakilo community High for fire risk. Look at what borders the specific lot, firebreaks and vegetation, and get a property-specific insurance quote early.
How close are homes to the quarry?
Some homes sit next to the Makakilo Quarry, which is approved to operate through 2047. If a home is close to it, look at the distance, current conditions and the seller's disclosures.
Which schools serve a Makakilo address?
Every Makakilo address we checked is zoned to Honouliuli Middle School and Kapolei High School, with Makakilo Elementary or Mauka Lani Elementary depending on the street. Confirm the specific address with the Department of Education's locator and the school.
How far is Makakilo from Pearl Harbor, Schofield and Barbers Point?
On a clear road from the gas station on lower Makakilo Drive, next to H‑1, Joint Base Pearl Harbor-Hickam is about 17 to 20 minutes, Schofield Barracks about 20 to 22 minutes and Coast Guard Air Station Barbers Point about 10 to 13 minutes. Homes higher on the hill start with a longer drive down Makakilo Drive, and the hour you leave changes the drive.
Can I rent out my Makakilo home if I PCS?
Long-term rental is the usual path for owners who PCS. The City limits short-term rentals outside resort areas, and many associations have their own leasing rules, so I get the declaration, bylaws and house rules for the specific home and we read the leasing section together before you commit.
Is anything new being built in or near Makakilo?
To the west, the Makaiwa Hills land is planned for homes, but it is not a neighborhood yet. For what is available now, including any new homes, ask me and I'll check current inventory.
Can Tina help me buy a Makakilo home if I'm not on Oʻahu yet?
Yes. I can walk a property for you on video, answer the questions you can't answer from listing photos and tell you what I'm actually seeing on the hill rather than what the pictures suggest. I coordinate the transaction remotely from there, and where it applies we can close remotely too.
